[Because she has next to no idea how to be intimidated or scared. Obviously this dragon is just a grouchy customer, like some of her "siblings."]

[She only intensifies her stare as time crawls on. Which was a bad idea, because after a couple of minutes her eyes are starting to water. But she will not be deterred!!!]
