You'd think that after a year and seven months, the locals would be unable to surprise me anymore.

[This strange introduction comes with the image of an innocent-looking house. An innocent-looking house that has a pond and fences blocking its door, in fact. Rosie the Clefable is standing in front of it; every so often, she pokes the water's surface with curiosity.]

Necessitating either Surf or Fly to leave your house cannot possibly be practical. What if your Water- and Flying-types are ill? What if you have guests? What if your children wish to go play with friends? I doubt it's even sufficient to stop... thieves...

[He trails off as he stares in horror at the pond. Even Rosie stops touching the water and joins him in staring. Of course, that could be because of the slimy purple limb that just grabbed her arm.]

...Having Grimers in your water cannot be healthy. Goodness.

[He turns the Gear off, now. His little girl needs rescuing.]

That's still dumb. I like Flying-types, but you don't see me sleeping on the roof to be closer to the sky or something equally ridiculous.

That would be because you have common sense. Between Whitney and Clair, I did wonder if the local population somehow fosters unstable personalities...

My guess is they hold some jerk contests to choose gym leaders from, 'cause they sure as hell ain't picked based on their skill.

They are skilled, when they are allowed to be. Those full teams at level 100 are extremely efficient. But even the best strategies would not do much for their personalities.

[Hearing that, a confident smirk spreads across his face.]

So, you're saying Kanto leaders are this good, eh?

As long as you request the challenging teams. I believe they have weaker ones for less experienced trainers.

And where's the fun in facing those? The point of the challenge is that both trainers go all out with full force!

I believe you'll greatly enjoy Kanto, then. None of its Gym use the same types as Johto, which means brand new strategies every time.

... Heh. Sounds interesting! Dunno if they're ready to face me, but I guess it might be worth giving it a shot!

This could mean either that a) the leader is a fan of birds like Falkner, only without training them since Cecil said the gyms in Kanto were different, or b) the opposite and he trains something that could, in theory, easily beat birds. In theory, because his birds wouldn't be beaten so easily.
