A criminal organization that regularly attacks Johto and Kanto. They steal Pokémon, cause explosions near landmarks, animate piles of trash to inconvenience others, attack legendary Pokémon... A large number of them are unpleasant people.

The officers do their best, even if their best is rarely much. And there is no shortage of trainers and breeders who are will to fight back when attacks occur, whether they are organized or not.

Sometimes they do. There were hospital stays and poisonings for some, though it's not happened in the last year as far as I know. But luckily, most of the fighting is done with the help of Pokémon.
