It might be an adulthood ritual. Sending a child on a journey to earn badges, as a way to prove their strenght.

I suppose. It makes little sense that we are sent on these journeys as well, though.

The Pokémon themselves, at the very least. Merchants who sell Pokéballs and other such items. There might be others we've not yet met.
