A bug and fire type? Man, that's gotta be one of the strangest combos I've seen.

It is pretty strange, though. Every flying bug type can't learn the move, but Pokémon like Nidoking and Tyranitar can somehow learn Surf. Also, Gastly can learn punching attacks, and it doesn't even have hands.
