Has anyone heard the locals mention dead Pokémon, beyond the Ecruteak legend? ...What about those of you who knew about Kanto previously? Were you aware of any burial or holy grounds?

Lavender Town had a tower, sort of like the ones in Ecruteak and Violet. Except that one was like a seven-story Pokemon graveyard.

It was swarming with ghost-types, for...obvious reasons.

Lavender Town have a tower dedicated to Pokemon burials. The ground floor's free, but the upper levels are normally full of Ghost types.

[Out of all the Kanto locations, Lavender is memorable and frightening when Atsuro first played the games.]

Dead Pokémon? There's a burial ground in Kanto?

[ Because she hasn't seen or heard of one in Johto and while she'd given a bit of thought to the possibility of Pokémon dying, what with her Pokémon battling regularly on her behalf, she'd never come across any evidence of Pokémon dying. That, and they're so resilient. Surprised? A bit, yes. ]
